The Planning and Zoning Division reviews plans for residential and commercial development site plans to ensure they are constructed according to the approved plans, as well as county, state, and federal regulations. It provides guidance to design professionals, contractors, and others about Flagler County's requirements.  It provides flood zone determinations for all site plans and building permits according to FEMA regulations. Planning and Zoning processes subdivision plats to be reviewed by the Flagler County Board of County Commissioners.
It also oversees transportation access, and the impact of potential developments on the roadways within the county. 

Planning and Zoning maintains and updates the Comprehensive Plan and the Land Development Code. It provides the required forms and documents for Land Development and Short-Term Vacation Rentals. It registers and tracks Short-Term Vacation Rentals. Additionally, Planning and Zoning reviews Business Tax Receipt Applications (BTR). It is responsible for overseeing the operations of the Planning and Development Board and the Technical Review Committee.
